There was a flock of unwieldy size.
So large that most of the sheep would never see the shepherd.
Most sheep spent their lives following the other sheep. Some groups followed other sheep, believing that those other sheep were actually able to see the shepherd.
Those other sheep allowed the rest to think they actually could see the shepherd, but even though they could have, these other sheep were so proud that never bothered to look. They thought they knew what the shepherd wanted, and took it upon themselves to go where they would. At times, mostly by coincidence, it actually was in the direction the shepherd was leading. Other times they wandered to the fringes of the flock, where the shepherd was not. And other times they allowed the rest of the immense wandering flock to influence the direction they moved. (Even when what they professed to know told them to go in another direction)
The thing is, the shepherd did not actually lead the flock from the ground, but from the air, so every sheep in the flock could see him and follow him. But they had to look up. They had to seek him. Then they had to follow him (even when it meant traveling against the flock). But it was easier to just follow the other sheep. And that's what most did.
